The Complaint Against Rafale & The Govt's Response

Here's Indian Member of Parliament M.V. Mysura Reddy's complaint to the Defence Minister about the selection of the Dassault Rafale in India's MMRCA competition. What follows is the Defence Minister's response a couple of days later declaring that the points raised in the complaint will be investigated. Thanks to my friend Sandeep Unnithan for sharing these letters -- he reported on the complaint in the last edition of INDIA TODAY magazine.

We have seen... how the anglo saxon's try to bribe... GOI by giving... One Billion as aid and try to influence... India and its people... seems this fellow has got... a sizeable chunk of the aid... and now it is pricking him... And this Reddy hasn't put even... a single fact to highlight... his point in the letter...

Mr Mysura Reddy looks like an Eurofighter consortium agent.
How can he say UAE has rejeced rafale .Recently sweden reports also said rafale was favoured.Also his reporting on libya is poorly researched ,infact eurofighter was used as a support role and rafale as primary attack plane.
And it is very idiotic to say, since x has nver been sold internationally x is not fit for use.He should know arms are not supplied only on performance parameters.

This kind of ministers are a farce.
And look at antony.Whoever pokes his nose, antony is giving them chance.His clean free image looks to have got better of fast track procurements.

What kind of action will be taken against Dr. Mysura Reddy if it is determined that he is trying to scuttle the process. Should the govt. also not try to ascertain that Mysura Reddy is not working under the influence of some vested interests. Why was he waiting till now? What are his sources? The govt. should enquire both the process and the complainant.

If anyone wants to stop a defense proceedings of india , they need to simple raise the issue then automatically that deal will be cancelled atleast for 2 decades (ex. Bofors), but at the same time we need to avoid bribe dealings . their is also possible of China / Pakistan hands to cancel MMRCA by raising these issues .

With the state of economies of the western world, one can rest assure, that they will use such characters in India to whip up the issue time and again!

And to claim that Typhoon has more users than Rafale is hogwash! As it has been made by a consortium of 4 countries in the first place. Apart from the partner countries- only Saudi Arabia and Austria has purchased Typhoon, which I am sure is certainly not the proof of its superiority

UAE don t reject Dassault negociation, it reject the RFP (Request For Proposal), for the second time, nothing is close, the negociation continue and are near close the contract, it seem already done, announce would be made after france election.
Second,check nato statistics,the 12 tornado save the face, the demo to benghazi of removing tank forces before massacre was clear on this point and the removing with scalp of libyan airbase is also strong show force, ef2000 or tornado cant launch scalp.
10 EF2000 make only 91 air strike with tornado help, 12 tornados make 455 airs trike.
it is clear UK was not realy efficient, but UK is a master in disinformation and backfish, it is clear they are trying all they can to make trouble. 35% air strike for France, 12% air strike for UK.

Typhoon and precision bombing in Libya?
I thought Typhoons still have a way to go in A2G role. in Libya it was the Rafale that did the bulk of precision bombing.
If we start questioning ourselves just on the basis of such allegations,the God helps us.

Also I have a strong feeling that you are inclined to EF. Once when I supported Rafale, one of the anonymous user (I guess it's you) immediately shot back to me supporting EF. But the time line shows that the gap is only some 1 or 2 minutes. But all the comments were cleared later. How come it's possible the other viewers of this blog able to see my comments even before they were published? So it's my wild guess it's you who supported EF whatever the reasons unknown to us.

Congratulations on getting copies of the letters (and it is a little remarkable on how readily such letters may be obtained from a MoD even without recourse to any FoI application.
My Indian Sales Manual would advise that for standard "spoiling" activities, well planted media reports - and these are very easy to plant - should be followed by MP's letters and MP's questions in the house and leading to one or more PILs by apparently disinterested parties. The objective for "spoiling" actions is to get an inquiry into the evaluation constituted. If this partial objective is reached then there will be a massive effort to get to the members of the inquiry (usually a tribunal with a strong chairman). There is a clear line of defence to such spoiling and it remains to be seen how skillful the respective sales teams and their lobbies are.

good news finally , do not buy rafale or eurofighter instead of that induct hundreds of shitty LCA and make tons of shitty excuse about not doing anything about bringing kashmir and akshaichin back from pakistan and china . Indian Govt. should close and disintegrate indian military , let just sell our country to usa , uk , china and pakistan . yeaaaaaah lets celebrate . lets close this mmrca stupid deal .

before launching an investigation, the honorable "Raksha Mantri" should have requested the Finance Minitry to investigate Mysoora Reddy's Swiss bank accounts ! What gall & what a shame that we entertain these jokers in our democracy !

This should have been the respected defence minister's reply,

Dear Shri Mysura Reddy,

I have received your letter and am initiating a second review of the cost calculations. We will definitely do a re-check of the calculations but the cost negotiations with Dassault will be carried on as a parallel activity.However, the purchase will not be finalized before we finish the re-check.

However, please note two things.

Firstly-If a re-check of the numbers prove that there is indeed foul play, heads will definitely roll.

Secondly, if the cost calculations are proved to be correct, you will be charged with counts of treason (for delaying a purchase the AirForce needs urgently to defend the country)and bribery.

Hope you find this proposal agreeable.

How exactly does a member of Parliament have a better idea then experienced fighter pilots and defense experts on which one is a better fighter. Typhoon and Rafale are actually very similar in most respect. One is a slightly better air superiority fighter and the other is a slightly better strike- multiple fighter but for most parts the differences are very marginal. This article is not only ill informed but also very blatantly biased. Obviously there a definite hint of vested interest involved. I believe the MP should immediately give his resignation. He has attempted to compromise India's security need with his personal interest. The mp has misuses his position and authority. He should be relieved of his duties immediately.

why cant we also plant allegations that so and so is an ISI/CIA/MI5 agent and is trying to scuttle the MMRCA deal? Mr. Reddy spend your time in getting a better governance,stop infighting,provide continuous electricity to farmers and ppl of AP, new factories in Andhra and Rayalaseema,river water linkages,better roads ,better infrastructure and no corruption...pls concentrate on these. you have no legitimate business talking about MMRCA deal!!!

This Reddy guy lost elections 3 times, so needs to make up for lost time. He is using his MP credentials to create some mischief at the behest of EF. What a shame that EF should use this route to gain attention. After all the initial noises from Britain, this is the time wasting tactic.

It seems IB sources...they have trapped the conversation between some Telegu Desam party leader and EADS/Alenia or BAE systems guy...on this issue.
It seems TDP has agreed to create issues and stall the Rafale final agreement process against good amount of money diverted to some leaders/persons and as well as Party fund thrugh hawala (no official payment)...Now UPA govt is keeping this info a tright secret to get help/support from TDP..in parliament..when needed.
It looks like a UPA plot/trap to get hold of TDP ..considering volatile situation in Parliament.

Guru 4:54AM, Succinctly put. Our chai biskut babus at MOD are only capable of looking for apparitions where there are none. If apparitions and ghosts would bring in some time, they will grab it to scuttle any deal without a thought because then they might stand a chance to rake in some moolah from the disgruntled vendors.

St Anthony should realize national security and IAF's effectiveness to repel any adversary is more important than his obsession to show his clean image. Nobody faults him for being clean. In fact that is exactly what is sorely needed in India. But then any negative action that compromises national security cannot be condoned.

In fact as stated by Guru, he should initiate legal action citing sedition on the part of MP Reddy if it is found that his complaint is frivolous, without substance amounting to malfeasance.

Euro-Fighter was the primary aircraft in libya war? No man. Read up.
And the argument that ' since it hasn't been sold' is hilarious. There is always going to be a first buyer which IMHO is far better than being last buyer.
Other than that he just beats around the bush in whole ' complaint' without ever saying anything particular. I am not against raising concerns but they shall be genuine or at least made in good faith but this one seems to be a lobbyist's work.

The MP may be the agent of china or may be take lots of mony from Tyfoon which has alrady deposited to swiss bank. At first the govornment should investigatd the activity of the MP.

its a shame that MPs are used to ask questions and hence put a spanner in the process. The evaluation process was a clean one as the users decided what they want. Eith the MP wanted visibility or there is more to it than meets the eye!!!
